National Competitiveness Technology Transfer Act

The National Competitiveness Technology Transfer Act of 1989 (Public Law 101-189) also amended the Stevenson-Wydler Technology Innovation Act (Public Law 96-480). It made technology transfer a mission of government-owned, contractor-operated (GOCO) laboratories and their employees. The legislation further clarified the manner in which CRADAs are implemented.
