NCCOSC/NRaD

In January 1992, the Navy established four major warfare centers by consolidating Navy R&D centers with engineering and fleet support activities. The Naval Command, Control, and Ocean Surveillance center (NCCOSC) in San Diego is a division of one of the warfare centers. It is involved in air, surface, and underwater technologies.

Naval Research and Development (NRaD) is a division of NCCOSC. It provides information management technology services and support to the Navy. Information is the lifeblood of the modern world. For the U.S. Navy's tactical commanders at sea, information can mean the difference between victory and defeat, life and death.

NRaD projects include:

  • Sensors to track submarines, surface ships, and aircraft
  • Communication networks and data links to transmit critical information
  • Navigation systems to pinpoint position; command and control systems to process and display tactical information for officers in command.

NRaD also maintains research programs for state-of-the-art technology in such diverse fields as atmospheric physics, electro-optics, underwater acoustics, engineering psychology, signal propagation and processing, artificial intelligence, material sciences, microelectronics, chemical oceanography, environmental and biological sciences.

NRaD areas of expertise are:

  • Command, control and communication systems and system countermeasures
  • Ocean surveillance systems
  • Command, control and communication modeling and analysis
  • Ocean engineering
  • Navigation systems and techniques
  • Marine mammals
  • Integration of space communication and surveillance systems
  • Environmental quality technology
  • Microelectronics
  • Signal processing
  • High-performance computing
  • Display technology

Entering into a business relationship with NRaD can be accomplished in several ways. There are three types of business relationships:

(1) Direct customer tasking to NRaD to produce systems development/systems integration solutions to solve technical problems

(2) Contract awards that support NRaD-directed projects, or contracts for NRaD monitored programs

(3) Formal collaborations with NRaD through cooperative agreements and technology transfer

Universities, industry, or individuals who wish to enter in to a CRADA with a Naval laboratory are encouraged to communicate with the nearest Navy ORTA representative.
