Small Business Technology Transfer (STTR)
The Small Business Technology Transfer (STTR) program is patterned after the SBIR
Program with a major difference--STTR winners must perform R&D in collaboration with a
non-profit research institution such as a contractor-operated Federal laboratory or a
university. Federal laboratories can work with STTR winners by entering into CRADAs, by
providing technical consulting, and by providing access to facilities and instruments.
Under the STTR Program, the small business acts as the primary contractor and
subcontracts work to the research institution. The three phases of the STTR Program are
similar to those of the SBIR Program, although time and dollar amounts differ.
